FBI Arrests Fugitive Texas Mother in India for Murder of 6-Year-Old Son

A woman from North Texas, who escaped abroad following her indictment for the 2022 murder of her 6-year-old son, has been apprehended in India, as reported by the FBI on Wednesday.

Cindy Rodriguez Singh, a name that captured headlines when she was placed on the FBI’s Ten Most Wanted Fugitives list in March 2023, has finally been apprehended following an extensive international manhunt that lasted almost two years. Currently, she remains in custody at the Tarrant County Jail, with a bond set at $10 million.

Allegations link Rodriguez Singh to the tragic death of her son, Noel Rodriguez Alvarez, who has been missing since October 2022. It was not until March 2023 that his disappearance came to light, leading to the issuance of an Amber Alert. 

In October of that year, a grand jury in Tarrant County brought forth an indictment against her, charging her with capital murder and associated offenses.

According to accounts from witnesses, investigators learned that Rodriguez Singh had subjected the boy to abuse, labeling him as “evil” or “possessed.” Officials reported that she expressed concerns about his presence around her other children because of his intellectual disabilities. In the wake of Noel's disappearance, her husband, Arshdeep Singh, took the significant step of acquiring one-way tickets to India for her and the entire family.

FBI Director Kash Patel commended the recent arrest, highlighting that Rodriguez Singh marks the fourth fugitive apprehended from the Ten Most Wanted list in just seven months.

“This achievement reflects the outstanding efforts of field personnel, collaboration with law enforcement partners, intelligence agents, and a leadership that empowers dedicated officers to perform their duties,” Patel stated, praising the contributions of agencies in Texas, New York, and India.

Everman Police Chief Al Brooks, who has been at the forefront of local initiatives since the boy’s disappearance, described the arrest as a significant development while emphasizing that the case remains ongoing.

“We are currently at a pivotal stage,” Brooks stated. “The ultimate goal is to achieve justice for this child.” It has always been at the forefront of our thoughts.

He noted that there remain numerous unresolved inquiries and that feelings have been intense during the nearly three-year investigation.

In November 2023, the City of Everman commemorated Noel’s legacy by inaugurating an inclusive park, marking over a year since his disappearance.

The timeline for Rodriguez Singh’s extradition proceedings remains unclear, with the next court date still pending announcement.
