Winter Storm Flooding Forces Indefinite Closure of Dallas Library

City officials have confirmed that a Dallas Public Library branch in the Kleberg-Rylie area has closed indefinitely due to winter weather-related flooding, which has caused building damage.

Library Director Manya Shorr reported that last week's freezing temperatures led to a mechanical failure in the facility, which in turn caused considerable water intrusion.

“We experienced standing water measuring between one and two inches, though the exact duration remains uncertain as our establishment was closed during that time,” Shorr stated.

The crews have successfully eliminated the standing water and relocated the library's book collection to a safer location. The city's facilities department is currently evaluating the full impact of the damage. As they assess the extent of necessary repairs, officials have announced a prolonged closure.

The branch functions as an essential hub for the community in southeast Dallas.

Bill Freeman of the Kleberg-Rylie Neighborhood Association expressed gratitude for the high-quality library in the community and emphasized its critical importance.

David Carranza, president of the association, emphasized the library's importance as a safe haven for children, highlighting families' reliance on this vital resource.

“Some of the children, who are waiting for their parents, have a secure location to go to,” Carranza stated.

City officials have attributed the damage solely to severe weather; however, some residents have expressed concerns about the maintenance of local infrastructure.

The department responsible for maintaining the buildings is failing to fulfill its duties regarding their upkeep. "They are not taking proactive measures," Carranza stated.

The recent closure has come amid a $2.6 million budget cut for Dallas libraries, prompting concerns among residents that the branch may remain closed indefinitely.

Dallas City Councilwoman Lorie Blair, who represents District 8, has stated that such an occurrence will not occur.

“There are no plans to keep it closed,” Blair stated. “Discussions are focused on the timeline for repairs.”

Blair stated that the branch has consistently been excluded from any lists of libraries proposed for closure. She stated that after the total cost of repairs is assessed, funding proposals will be presented to the Dallas City Council for consideration.

“A thorough evaluation and a comprehensive cost assessment are necessary before it can be presented to the city council,” stated Blair.

Residents have expressed their readiness to support the city's initiatives to revitalize what they call the heart of their neighborhood.

“This initiative holds significant importance for us, and we are committed to ensuring the establishment of a library in this region,” Carranza stated.
